ElanElan Limited is an International Business Corporation (IBC) set up in 2000 in Antigua & Barbuda in the Caribbean, which owns and operates the TARI Sites:

The TARI Sites use cloud computing services provided by Rackspace Cloud Hosting in the USA, managed from ElanElan's base in Antigua & Barbuda.

Two of ElanElan's four Directors listed below (the Hartleys) live in Antigua & Barbuda. The other two, Dr Keith Cleland, and Trevor Watters are based in Australia.

Dr Keith N. Cleland

Previously, professor and Head of Accounting and Business Studies at the University of Technology, PNG; professor and Head of Accounting & Business Studies, University of Southern Queenland; Director, Financial Management Research Centre, University of New England; consultant with an international consulting group.

For the past twenty five years, consultant to the accounting profession and industry, helping identify and provide solutions for underlying business problems, leading to the crystallisation of TARI® (Target Average Rate Index) currently installed in 750+ accounting practices and applied to more than 15,000 businesses with turnovers ranging from A$1m to A$12b.

Other past activities include Chairman of Nautilus Australia Ltd. a leading ships' supplier in Australia and South-East Asia. Applying the TARI® concepts, Nautilus was taken to a public company and listed on the ASX (Australian Stock Exchange) in 1993.

Past member of the National Economic Advisory Committee, to the PNG Government; past member of a UN Committee on Small Business Development in South East Asia.

* Note: IBR MBA was graded ‘best’ among the 140 MBA programs that have been accredited by the Foundation of International Business Administration Accreditation (FIBAA) in 2005 based on the number of excellent grades. The Financial Management segment with its significant emphasis on TARI® concepts was designed and directed by Dr. Keith Cleland. Out of 86 quality criteria in the FIBAA accreditation, 44 percent fell into the category excellent for the IBR MBA. The second best business school, which offers its Executive MBA in collaboration with Kellogg Business School in Germany received only 32 percent in the category excellent.

Trevor Watters, B. Bus (Accty), CPA

Moved from a banking background to grow a CPA Public Practice around business clients from manufacturing, service, contracting and retail sectors.

Developed and sold ‘TaxPrep’ in 1980 - the first Australian Income Tax Preparation software.

As Technical co-director of Focus Based Management Pty. Ltd., Trevor was instrumental in developing TARI® related software to help business advisers and their clients apply the findings flowing from the research undertaken by Dr Cleland, which was taking place at the coal-face of business.

His software became a key tool in speedily identifying and eliminating the key obstacles to an improved bottom line. Businesses experiencing difficulties and winning only 1 in 16 quotes found they were now winning 1 in 4 quotes; businesses putting 25% on their jobs to cover profit and never ending up with more than 5%, found themselves achieving profits they could never have imagined. And not just manufacturing and service sectors, distributors and retailers also shared in a new way of looking at their businesses seeing change for the better within a matter of weeks.

Trevor supervised support and upgrades for more than 750 accounting practices in Australia and overseas, and conducted introductory and advanced workshops in management advisory techniques.

Other interests include President of the NSW Baseball Umpires Association Inc. for the past 5 years, as an accredited ABF Umpire Instructor.

David Hartley, BE, Honours (Civil), University of Qld, Australia

Following several years as a civil engineer involving extensive computing and mathematical modelling, David founded Hartley Computer (HC) in Brisbane Australia and developed the Hartley Professional Accountants' System - HAPAS - which became one of the first mini computer vertical market successes in the world with 250 staff and 3,000 sites in 7 countries.

David sold his HC interests in 1985 and after a period in Hong Kong developing, with his partners, the world's first voice activated automatic fax switch, the BIT PHAXswitch, and winning two Hong Kong Electronics design awards in the process of growing the business to HK$40million with exports to 35 countries, moved to the UK in 1993 to undertake a 21st century 32bit Windows equivalent of HAPAS.

By 1998, he and partners had gained 1,000 Accounting Practice Clients ranging from one man practices to PricewaterhouseCoopers.

When his wife Caramia was diagnosed with Primary Progressive Multiple Sclerosis, David sold the business in 1999, to move to a warmer climate in Antigua, where he undertook various consulting assignments until joining long time friends and colleagues Keith Cleland and Trevor Watters with the goal of taking TARI® to the business world via SaaS (Software as a Service) and “cloud computing” based on a low monthly subscription that virtually every business in the world could afford.

David considers the simplicity of TARI® that confounds the management gurus, as one of its greatest strengths.

He has been a member of the various National and State bodies including the Advisory Council of the Commonwealth Scientific and Industrial Research Organisation 1980-1983; Queensland Science and Technology Council 1983-1985, providing advice to the Qld Government; Science and Industries Forum of the Australian Academy of Science 1983-1985.

Awards include 1981 “Chips” Award of the Australian Computer Society; 1983 Australian design Award for the Hartley 3923 Computer; 1986 Hong Kong New product Award (Electronics) for BIT PEP range; 2003 The Pearcy Hall of Fame (Australia) for “Distinguished lifetime achievement and contribution to the development and growth of the IT Profession, Research and Industry”.

Caramia Hartley, MA Hons, Cambridge University, UK

Prior to marrying David Hartley in 1998 and becoming Managing Director of Hartley International UK Ltd., Caramia's career demonstrated a stellar progression in the corporate world until sickness intervened:

As a Line Manager and Consultant in Marketing, Human Resources, Quality and Business Improvement she worked effectively at both the grass roots and board level to facilitate profitable improvements. Gaining the trust and confidence of her co-workers was key to her success. For example:

In Philips she introduced Just In Time (JIT) systems to the European Logistics Depts. saving the company US$25.5million over 5 years.

BT benefitted from her Quality initiatives when she helped BT Personnel acquire BS 5750 Part One in 1993 and Part One of the EQA in 1994. Her Change Management focus groups saved the Company US$1.6 million between 1992-4.

In Hitachi Europe Ltd she implemented a Pan-European Human Resources strategy, policy and associated Development and Training aspects.

At Hays PLC she expanded their Search & Selection services internationally and into other areas of HRM consultancy giving Hays access to Blue Chip clients for the first time.

It comes as no surprise to find Caramia was nominated by her colleagues for the UK Young Business Woman of the Year Award, and earned the ‘Chairman's Quality Award for Excellence’ and ‘Management's Best Coach Award’.

Diagnosed with Primary Progressive Multiple Sclerosis in 1999 and moving with David to a warmer climate in Antigua, Caramia's resilience and determination have enabled her to play an important role in developing the marketing strategy for TARI. She has the dual objective of improving profitability and reducing the stress levels of hard-pressed management in the process.
